I think i have figured it out. the pump for the forward ballast is a tsunami pump right at the very back of the boat above the bilge pump. it is a different pump than the others, smaller as well. I think i need a loop above the water line as recommended. thank you everyone for advice.

Thanks. If it was one of the rear ballasts i can see the hoses and where they go. I can't seem to sort out where the hose/pump is located for the forward ballast.

really appreciate the help. i had a look and a can't actually find how to access the forward ballast or where the pump for it is. There are two pumps right in front of the engine , just behind the gas tank but they are not running when the centre ballast is pumping out. It must be more forward  but do I need to remove the big plastic covering that is part of the floor directly above the gas tank? Sorry for my inexperience. Thanks again.
