Best Ballast set up for Enzo 230 (surfing)

I am new to this forum...I just bought a 2007 Enzo 230 that only has (2) 200 pound hard Ballast in each side. What i am hoping someone can tell me is this.....my son mostly surfs.....what would be the best ballast to add to this boat to enhance surfing? >Hard or Sac? >How much ballast? >Where should I put it?
