CATS Fin lowered down somehow

Hey all, I own a 2016 RI217 in Hawaii where there are no dealerships that support Centurion and have a question that I cannot find an answer to online or in photos or the manual... Is my CATS fin lower than it is supposed to be? It used to be flush with the boat, and now it is 2-3 inches lower than it used to be and no matter what I do it will turn but not raise/lower. Any photos or information to put my mind at ease is appreciated, thanks so much in advance
