Ballast pump fill location

Hey all I have a 2003 Centurion Avalanche I have two ballast tanks with the rocker switch on the dash for each tank. The one side will drain but will not fill. I have heard that there may be a different pump that fills the tanks than the one that drains them. is this true? if so where is that pump located?
